Despite increased health spending, many Filipinos, especially the poor and those in rural areas, still struggle to access quality healthcare. In 2023, out-of-pocket expenses accounted for 44.4% of total health spending, forcing families to shoulder nearly half of medical costs themselves (Philippine Statistics Authority [PSA], 2023), and this remained high at around 42.7% in 2024 (PSA, 2024). These high costs and unequal access to services highlight deep inequalities in the Philippine healthcare system, where quality care remains easier to obtain for the wealthy than for marginalized communities.
